TikTok has released its Community Guidelines Enforcement Report for the second quarter of 2025, highlighting its ongoing efforts to foster a safe and inclusive digital environment for its global user base. Between April and June 2025, the platform removed 18,998,721 videos violating community guidelines across Egypt, Iraq, Lebanon, the UAE, and Morocco, reflecting the platform’s robust moderation and content review operations in the Middle East and North Africa.
Live Stream Content Moderation
TikTok continued to prioritize live stream safety, suspending over 36.7 million live broadcasts globally during Q2 2025 — a 93% increase from the previous quarter, which saw 19 million live sessions removed. The platform also banned 1,331,424 live stream hosts and proactively stopped 2,999,268 live streams across Egypt, UAE, Iraq, Lebanon, and Morocco. These actions demonstrate TikTok’s commitment to rapid and precise moderation, while expanding automated decision-making capabilities.
Country-Level Highlights
Egypt: TikTok removed 2,930,606 videos, achieving a 99.6% proactive removal rate, with 95.8% of violations deleted within 24 hours. Additionally, the platform banned 524,168 live stream hosts and halted 1,189,411 live broadcasts.
Saudi Arabia: The platform removed 4,911,695 videos, maintaining a 99.3% proactive removal rate and a 24-hour removal rate of 89.3%.
UAE: TikTok removed 1,050,943 videos, achieving a 98.9% proactive removal rate with 95.8% removed within 24 hours. A total of 105,985 live stream hosts were banned, and 192,482 live sessions were stopped.
Morocco: TikTok removed 721,029 videos, with a 99.2% proactive removal rate and 96.2% of content removed within 24 hours. Live stream moderation included 70,195 host bans and 134,652 live sessions halted.
Iraq: The platform removed 8,316,646 videos, achieving a 99.5% proactive removal rate, and banned 589,637 live stream hosts while stopping 1,391,264 live sessions.
Lebanon: TikTok removed 1,064,802 videos, with a 99.4% proactive removal rate and 97.5% removed within the first 24 hours. The platform banned 41,439 hosts and stopped 91,459 live sessions.
Enforcing Live Stream Monetization Guidelines
TikTok also expanded its live stream monetization enforcement, targeting content that violates earning guidelines. In Q2 2025, the platform issued warnings and revoked monetization on 2,321,813 live streams and 1,040,356 creators globally. These measures educate creators on compliance while maintaining a safe earning environment.
Appeals and Content Restoration
TikTok emphasizes fairness through its appeals system. When appeals were approved, content was restored. Iraq led with 189,037 videos reinstated, followed by Saudi Arabia (157,249), Egypt (136,171), Morocco (39,503), UAE (39,116), and Lebanon (22,488). This process ensures content creators have the right to challenge moderation decisions while maintaining platform integrity.
